The official FINALIZED rule changes are posted here ibarevival.proboards.com/post/6083/thread
Understand that we know it's impossible to make everyone happy, so we attempted to make a decently-compromised solution that still helped take the burden of claims off of everyone's shoulders.
As a disclaimer, here is our reasoning for making the switch to the "Free Camp System" as opposed to the current "Claims System."
Please feel free to complain below, but we think this is the best solution for the future of the league, as a whole.
SOME CLARIFICATIONS:
We'll give everyone a chance to claim their 2018 cash at the end of the season, but we will cut off posts 24 hours after the IBA Finals are completed.

The current system is heavily flawed, giving a massive advantage to active GMs that post 40-50 times per day. When looking for a solution to that problem, Costa presented the idea of ditching claims and, instead, using a free camp system that places the cash-earning portion of the game solely in betting.
In reality, we gave out three free camps to each team in the 2018 season, taking into account the initial two camps upon completing the draft and the $500 bonus for posting 100 times. However, when looking at post counts, there are still eight GMs who have yet to reach 100 posts, five or six of which probably won't reach that number by the end of the season, essentially missing out on a free camp that everyone else got. These GMs shouldn't be punished for having a lack of time to spend on the forum. In order to balance out the cash and camps portion of the game, we feel it's necessary to eliminate the bonuses for post count.
In order to replace the cash earnings that are lost by eliminating claims, we have increased the betting amount by $25 per day, allowing each team to wager $100 total. By increasing the cash amounts that can be earned, GMs will be given the opportunity to earn an additional estimated $750+ in betting earnings, depending on the length of the season.
Acting preemptively, we are instituting a $5000 end-of-season bank cap, restricting the amount of money that GMs can stockpile, thus creating more movement in the cash market. We believe this will eliminate tanking GMs from stockpiling exorbitant amounts of cash and then buying teams exclusively that way, thus placing more value on each move that you make.
Finally, with Joseph working full-time (and then some) and myself heading back to school in a few weeks, it's important that we be able to continually manage the league well. By eliminating claims and automatically issuing out the limited rewards at the end of the season, it takes a massive burden off of the entire administration staff, which allows us to spend our time making sure everything else runs smoothly.
